UNO Setting Guidelines for Private Security Sector


New Delhi, Delhi, India, Monday, May 24, 2010 -- (Business Wire India) -- United Nation Office of Drug & Crime (UNODC) and Interior Ministry of UAE took initiative to set Global Standards for the civilian private security. A meeting of security professionals of international repute and representatives of national/regional federation of private security industry ( RASI of Russia, ASIAS of Australia, SIA of South Africa, CoESS of Europian Union, CAPSI of India) was jointly convened by UN and Government of Abu Dhabi, deliberated for two days and prepared a Memorandum of Recommendation for consideration of the UN for further discussion with member States. Colonel Ahmed Al Hanoubi, Director of Private Security Business, Ministry of Interior (MoI) presided over the "Planning Meeting." He said "participants in an international conference organised by 
the UAE and the UN in Abu Dhabi were gearing up to issue international guidelines for the regulation of the private security sector which will change the face and performance of the security services providers all over the world. He also said that training and education standards will also help security guards of different nationalities also help them to get gainful employment anywhere in the world.. He further said that the a critical role of the Private Security in dealing with Crime Prevention and terrorism related issues is also being decided.

The meeting was held at the Qser Al Sarab Resort at Gharbiya located 200kms from Abu Dhabi. He said the guidebook will be out after submitting the final recommendations of the meeting on a UAE draft legislation on the governance of private security sector to the UN Commission on Crime Prevention and Criminal Justice (CCPCJ) in Geneva.

Kunwar Vikram Singh, Chairman of the Central Association of Private Security Industry (CAPSI) participated in this meeting in which the Indian Government's initiative to regulate the role of Private security Industry through Private Security Agencies Regulation Act , was explained to the participants. He also highlighted the social welfare schemes launched by the Ministry of Labour & Employment and Security Employees Welfare Agency (SEWA) which will help more than 7 Million security guards and officers. Participants appreciated the initiatives taken by various state governments of Indian Republic to provide free security training to rural youth. He discussed the possibilities of sending trained Indian youth to Middle East, Europian and American counties. Colonel Ahmed Al Hanoubi, Director of the Department of Private Security Business, Interior Ministry lauded the role of CAPSI and accepted the invitation to visit Private Security Guards Academy of Punjab Police Security Corporation Limited, (a venture of Punjab Government) located at Jahan Khelan, Hoshiarpur.

Kunwar Vikram Singh explained that when the UN passes the recommendations, another open meeting will be held to review them. About 25 experts from 17 countries have lauded the experience of the UAE Interior Ministry in governing and regulating the private security sector. He said that Ministry of Home Affairs has been informed about the UN Initiative and its impact on the Private security Industry in India.
